Supported the EAC Secretariat Health Department to expand a program of health financing reform in the East Africa Region and establish the Health Financing Hub within the EAC secretariat while strengthening Partner States implementation of the Africa Leaders Meeting (ALM) Health Financing Commitments Declarations.
- Played lead role as EAC Regional Facilitator for Health Financing Dialogues for Ministries of Health and Finance on behalf of the EAC Secretariat and advance the ALM agenda at the EAC Regional level, including organization of a regional meeting of Ministers of Health and Finance on domestic Investments for health
- Provided Technical Assistance to support the implementation of the National Health Financing Dialogue (NHFD) in Kenya and oversee the national dialogues in the pilot countries of Burundi and Rwanda
- Coordinated regional EAC efforts with other RECs, AUC and AUDA-NEPAD on the Health Financing Hubs, Tracker and Scorecard.
- Provide Technical Support to the EAC Expert- Working Group and other technical teams on Health financing.
- Strengthened the capacity of the COG Health Committee in its critical role of ensuring sustainability of health financing by looking into county health planning and programming, funding sources, their reliability and how this influences achievement of financial risk protection and the UHC goal.
- Undertook Expenditure Reviews, fiscal space analysis and financial gap analysis for determination of the county level fiscal data for health and provided advisory to the Health Committee on County Health fiscal Space.
- Developed, reviewed, and implemented key health finance-related policies for increased health finance autonomy at county levels (e.g. Facility Improvement Fund (FIF) Guidelines, Kenya Health Financing Strategy, UHC Policy).
- Strengthened the capacity of the Council of Governors (COG) health committee Secretariat in collection, interpretation and the use the data for evidence-based decision making in the areas of prioritization, efficiency innovative financing, UHC and domestic resource mobilization mechanism.
- Overall technical and administrative management of the HP+ project in Kenya and the senior in-country project representative with the overall responsibility for supervising project staff and managing relations with partners and subcontractors both international and local to achieve the set results.
- Developed the plan of action for institutionalizing sustainability of funding for health in Kenya through local policy research institutions and universities and supported the finalization of the country’s health financing strategy and the UHC Agenda.
- Engagement with the Ministries of Finance and Health on Social Contracting mechanism that can allow CSOs to be considered in public health delivery of services.
- As part of the Technical Review Panel of the Global Fund since 2018, provided leadership in the review of Global Fund Funding Requests for various countries. More specifically, during the COVID-19 period, the TRP supported the Global Fund to disburse a total of USD 11.34 bn in one year during the COVID-19 pandemic globally.
- Provided the necessary steer during TRP Reviews on key areas of prioritization in the three diseases (HIV, TB, Malaria) as well as provided guidance on the key cross-cutting areas of RSSH, Human Rights and Gender, Sustainable Financing, and Strategic Investments that play a significant role in maximizing the impact of Global Fund Grants.
- Provided leadership in the development and execution of Kenya’s strategy for sustainable financing for HIV and health, including provision of financial advice on high impact HIV, TB, Malaria, RSSH, Reproductive Health programs for decision making on health sector smart investments.
- Drafted Policy Papers, Briefs, Sessional Paper and Cabinet Memoranda for policy decision makers on health matters in particular for the Kenyan and the East African Community UHC Agenda, sustainable finance, and transition from donor financing in HIV.
- Developed Kenya’s blueprint for sustainable financing for health that proposed five key areas of raising domestic resources that included health sector efficiency savings, public finance management, private sector potential, multi-sectoral response, Data systems strengthening, and management.
- Participation in high-level meetings as a key presenter on HIV policy matters both nationally and internationally focusing mostly on health systems strengthening, innovative ways of resource mobilization for health as well as health sector financing strategy.
- Undertook costing, expenditure analysis of health programs, spearheaded the costing of Differentiated Service Delivery Models for the HIV and TB programs, innovative finance mechanisms, value for money, and transition planning for country health programs and took up to the leadership role locally and globally on matters health sector financial sustainability.
- Played an instrumental leadership role in the development of Kenya country Global Fund Proposal writing process.
- Played a critical role in the development of the country’s domestic resource mobilization strategy for health as well as developed the resource mobilization plan for Kenya’s COVID-19 Rapid Response Emergency Mechanism.
- Developed the first Costed Kenya National HIV and AIDS Strategic Plan (2009-2013), HIV Financing strategies, Resource Tracking and Expenditure Reviews, Prevention Revolution Roadmap, and undertook an extensive review of the previous Strategic Plan for HIV.
- Carried out programmatic, financial, and performance gap analysis in HIV interventions, Socio-economic impact studies of HIV and AIDS in key sectors of the economy, HIV and AIDS Policy, Planning, Budgeting, and funding mechanisms, HIV and AIDS mainstreaming in other sectors of the economy.
- Developed policy briefs on Private -Public Partnerships, Engagement of Civil Society Organizations, Public Sector in the Planning and Budgeting process for HIV and AIDS activities in key sectors under the Medium Term Expenditure Framework and developed the HIV Community-led Funding Proposal for the World Bank that saw HIV funding reach the community level and contribute immensely to the fight against HIV at the community level.
- Charged with the responsibility of reviewing all key policies in Government Institutions in the bid to seal major corruption loopholes in the public sector as well as provide advisory to the accounting officers of the various government institutions on possible areas of corruption loopholes in their institutions.
- Collecting, collating, compiling, and analyzing data and other information on Corruption Prevention by identifying the problem and through this analysis prepare the country’s corruption index report for the different sectors of the Kenyan economy.
- Undertook Strategic Planning and Policy Development for the Commission represented the Commission during the country budget making process (MTEF) to lobby for resources for the programs in the different directorates within the Commission.
- Charged with the responsibility of preparing the five-year Road Sector Strategy and Implementation Plan.
- Developed Road Sector Economic Evaluation Reports for various road projects that looked at feasibility and road design studies.
- Prepared funding proposals for road projects for World Bank, European Union, and the African Development Bank for the major highway corridors in the country.
- Served as lead secretariat to the Road Reforms Committee that created the different road agencies in Kenya that look at the major highways, urban, and rural roads respectively.
- In charge of the road sector budget-making process and represented the Ministry in defending the Ministry’s budget during the MTEF budget-making process.
- Undertook Transport Sector Modeling and Traffic Forecasts for various new road projects to build a case for Infrastructure Development in Kenya.
- Undertook socio-economic impact assessment of road projects taking into account health and environmental impacts as part of road project design and construction.
- 2005-2010, Member of the East Africa Community Expert Working Group on Sustainable Financing for health. This was a group of health and finance experts from the East African Region that were tasked with the responsibility of developing a blueprint for domestic resource mobilization for health in the region.
- 2014-2016, Member of the Review Panel for Joint (PEPFAR/Bill & Melinda Gates Foundation) Country Data Systems Initiative for Health Systems Strengthening for the Government of Malawi and the Government of Uganda.
- 2014-2016, Member of two Global Economics Reference Technical Working Group of the UNAIDS/World Bank on HIV Allocative Efficiency and Effectiveness and Sustainable Financing respectively. This was a team of 20 Global health economists who focused on advising countries on achieving more health for the money in health care service delivery.
- 2014-2016, Member of the UNAIDS Economics Reference Group (ERG). This team of think-tanks comprised of 12 global health economists that were nominated by the UNAIDS Executive Director and the World Bank President to advise on Sustainable Financing of the HIV Response.
